Evanhoe & Associates has been awarded a subcontract by FSC Edge. FSC Edge, a U.S. company, was awarded a contract by the United States Patent and Trademark Office (USPTO) for the Patent Data and Document Management (PDDM) program. The contract awarded to FSC Edge has a potential value of $1.4 Billion, with a 10-year period of performance if all options are exercised. Under this program, the team will support the USPTO in managing the entire life cycle of patent application processing, from the initial filing of the application to the final disposition of the application. Evanhoe will be application processing once the project is launched.

Evanhoe currently tracks over 120,000 IT assets for the USPTO with ItemAware – an intuitive asset tracking and inventory management software Evanhoe created. Since the USPTO started tracking their IT assets with ItemAware, they have realized $1.2 million in annual cost savings and saved 11,132 labor hours per year (per USPTO data). Evanhoe will be supplying the same services on this contract, scaling ItemAware to help manage the IT assets used by Flatirons as they execute this program. Evanhoe is excited to be part of the Flatirons team that is supporting the USPTO on this project.

Evanhoe & Associates would like to congratulate Infinity Labs for winning the Dayton Veteran Business of The Year, as well as the Dayton Business Journal (DBJ) for the honor of being a runner up. Chuck Evanhoe stated in an interview with DBJ, "This is a recognition of all the hard work we've been putting in. This past 18 months or so has been strange, but we weathered that. Not we're looking forward to the future."

We are working towards new contracts every day, hopeful to be awarded a new defense contract in February of 2022, in addition to other contracts we've bid on as a joint venture. These are all in addition to the current task orders we are already working as well as expansion into the commercial segment with automatic identification and data capture. We have tracked assets for both large government agencies as well as hospitals, consumer goods manufacturers, utilities companies and more and is looking to continue that success.

Evanhoe created a cloud-ready application for the USMC, streamlining interaction, maximizing automation, and driving robust validations that increases data quality across all USMC logistics processes. Validation of National Stock Numbers (NSNs) that previously took 6-8 months between catalogers and multiple agencies has been reduced to 1-2 days.

            Opportunity:

The US Marine Corps (USMC) uses applications and databases for their acquisition logistics lifecycle. Multiple sources are used to acquire, sustain, and dispose of items that support the warfighter. The original lifecycle process used one external and five separate internal IT systems to catalog and provision items. This led to massive inefficiencies, wasted man hours, and inaccurate data. To solve this, the Marine Corps Logistics IT (LOGIT) Portfolio Manager (LPfM) determined two goals:

Retire the antiquated systems, replacing them with dynamic, scalable solutions

Leverage Agile Software Development (SAFe-like) processes to reduce time-to-fielding.

            Solution:

Evanhoe was awarded this contract as a Prime and achieved both product and application Authorities to Operate (ATOs). Evanhoe worked with Appian to create an application using Appian’s low code (drag and drop) design suite. The new application eliminates the need for coders when making updates to the system. It also increases data accuracy and “on-the-job” training, driving down cost to the USMC. This application was placed on MarkLogic’s NoSQL platform which serves as a secure, encrypted data repository that is compliant with Government security standards. This platform minimizes business vs. technical silos and creates two-way interaction between users and data.

            Execution - Agile Framework:

Utilizing a fixed timebox of two-week Sprints in the Agile framework, the Evanhoe team conducted demonstrations to the client every two weeks and executed a User Acceptance Test (UAT) every other two weeks. This process enabled testing early and often while attaining regular feedback from the client.

            Finished Product:

The Marine Corps now uses a single cloud-ready database for all acquisition logistics, one of the first applications on the Marine Corps Cloud environment. Appropriately named ‘Catalyst’, this database streamlines user interaction, maximizes automation, and drives robust validations that increase data quality across all USMC logistics processes. The efficiency of the system reduces time spent on cataloging and provisioning, and empowers the Deputy Commandant, Installations and Logistics of the Marine Corps to accomplish his main goal more effectively: support the warfighter.

           Results:

Data Safeguards: The system prevents user-generated data flaws by requiring end-item validation for manually input information.

Visibility of Parts and BOM Management: All NSNs are visible in one place and show parent-child relationships for parts, offering “drill down” capability.

Trend Analysis: TDM-Catalyst provides continuous trend analysis on NSN usage and demand signals across the enterprise. This helps inventory and distribution planning.

AFMAO’s mission is to “fulfill our nation’s sacred commitment of ensuring Dignity, Honor and Respect to our fallen and Care, Service and Support to their families”. AFMAO collects, maintains, and transfers records of the remains and property of fallen heroes to their families through their Mortuary Operations Management System (MOMS).

MOMS is more than a simple asset management system. There is zero margin for error as the system tracks remains from acceptance, to the mortuary, to release, and the information maintained receives the highest level of visibility within the government. The moment remains arrive at the mortuary, a unique barcode label is created and assigned, which allows mortuary personnel to track the remains throughout the mortuary process. That barcode is scanned into MOMS, and all pertinent information associated with the remains are inputted. As remains move throughout the mortuary, the barcode label is scanned and the technician caring for the remains documents the actions performed. These steps are repeated as the remains travel through each section within the mortuary. Records are maintained for every case the mortuary receives and are easily accessible using MOMS.

Evanhoe is creating accountability and efficiency in these systems by providing system sustainment support to MOMS at Dover Air Force Base in Delaware. Our goal is to provide accountability of human remains and personal effects, ensuring AFMAO can professionally honor our fallen heroes and support their families and our country throughout the entire process.

As of June 2020, the Evanhoe team satisfied all system security requirements mandated within the Federal Government’s “Risk Management Framework” and was awarded a 30-month authority to operate (ATO) extension, two months ahead of schedule.

Another major Evanhoe Team accomplishment successfully migrated MOMS to a cloud networking environment. The cloud migration initiative was completed a year ahead of schedule and saved the Air Force over $300K by eliminating procurement and maintenance of in-house network hardware and system software/support.

A pair of Dayton-area companies have been named to a massive defense contract. The awards have the potential to create more local jobs.

Riverside-based Evanhoe & Associates Inc. and E and I Solutions in Beavercreek are part of a recently awarded deal that is worth up to $20 billion. Evanhoe and E and I were among more than 200 firms named to the contract, but were the only Ohio companies listed on the award.

The contract, awarded by the National Institutes of Health Information Technology Acquisition and Assessment Center, will be performed across all federal agencies. It was an on-ramp to an existing contract, which ends July 14, 2022.

The award is significant as it will bring in a substantial amount of new work for the local companies. It also helps strengthen the firms' relationship with the federal government, and may lead to future deals.

Chuck Evanhoe, owner and president of Evanhoe & Associates, said the contract won't immediately result in new hires, but it presents multiple opportunities for the company to grow. "We were an awardee on the SDVOSB (Service-Disabled Veteran-Owned Small Business) sister contract and won a multi-year, multi-million dollar contract with the U.S. Marine Corps in the first few months of that contract," Evanhoe said. "We would expect similar opportunities with this contract."

Evanhoe currently employs 19 people locally and has 30 additional employees nationwide. It also works with some 30 subcontractors across the country. The firm has made multiple Dayton Business Journal lists, including minority-owned, veteran-owned and fastest-growing companies. The company's 2018 revenue stood at nearly $12 million, which represented a more than 6-percent jump from the previous year.

Leland suggests any budding defense startup remain patient and know that strategies may take a long time to implement. “Understand what your value proposition is; what makes you different,” Leland said. “I think a lot of people have a misconception that breaking into government-funded R&D is easy. And it’s not. It’s slow.” Leland said it’s a great time for small businesses with unique offerings, including technology solutions, to break in. “Funding for small business innovation research is increasing dramatically,” Leland said. “And the Air Force is changing up a lot of the rules to enable companies that do not have a history … they feel there’s a lot of tech in the commercial world that could benefit the military and want access to that.”

Evanhoe's niche in the market surrounds data — something it's built an international reputation for. "We analyze customer challenges and solve them with IT solutions that make your data actionable," Evanhoe said, including IT, RFID/Automatic Identification and Data Capture (AIDC), and Internet of Things (IoT) solutions. "Our current efforts range from redesigning U.S. Marine Corps Item Data systems and processes; tracking everything from laptops at the U.S. Patent & Trademark Office to Abrams tanks for the US Army; and using artificial intelligence and machine learning to predict U.S. Air Force aircraft parts shortages."

Dayton, OH – June 25, 2012 – Evanhoe & Associates President, Chuck Evanhoe, recently participated in a two-day grassroots effort in Washington, DC on June 18 – 19 sponsored by the AIM North America (NA) UID Supplier Alliance (USA), of which Evanhoe & Associates is a member. These activities included legislative visits and a USA-hosted ½ day IUID briefing on Capitol Hill. The briefing featured a panel discussion by former and current senior Department of Defense (DoD) officials and business leaders and user case scenario demonstrations. These events provided an opportunity to discuss the issues that are important to providers of IUID and other automatic identification technology solutions. “In all, the Alliance met with nearly 40 legislative offices representing 15 states,” stated Mary Lou Bosco, COO, AIM North America. “The Budget Cuts, Counterfeiting, and Barcodes briefing was well received and focused on barcodes – Item Unique Identification – and how the technology is being used to reduce costs, improve management, increase readiness, and combat counterfeiting within the Department of Defense. Two Senators and three Representatives, including Ohio Congressman Mike Turner, were present and gave remarks in support of the IUID effort and the UIDSupplier Alliance.” said Mr. Evanhoe. DoD’s Item Unique Identification (IUID) policy was designed to provide individual identification of assets in a way that is globally unique and ensures data integrity and quality throughout an item’s life. Adoption of UID (the next generation barcode) and awareness of the value added by the requirements are gaining momentum thanks to the efforts of the AIM North America UID Supplier Alliance. This group intends to bolster that momentum in Washington, DC where they recently gathered for briefings on IUID issues, and continue to meet with Congressional, Senate, and government agency offices.
